Unapproved Minutes May 2026

Minutes of the meeting held at Eastville, Midville and New Leake Village Hall on Wednesday 13 May 2026.

Present:  Councillor Glyn Nunn (Parish Chair), four members of the public.  Minutes taken by the Cllr Nunn.

The meeting was opened at 1830.


1.    Welcome from Chairman.
Councillor Nunn welcomed everyone to the meeting.

2.    Notes from the Annual Parish meeting held on Wednesday 14th May 2025:
To resolve as a correct record and for the Chairman of the meeting to sign the official minutes.
It was agreed with no objections to accept the minutes as a correct record and the chairman signed them.

3.    To receive short reports from District and County Councillors.
a)    District Councillor Dickinson read out her monthly report, as this is attached to the minutes.
b)    County Councillor Humes did not attend and did not send a report.

4.    To receive a copy of the 2025-2026 financial report.
Copies of the financial report were made available, and no questions were raised.  This is attached to the minutes.

5.    To obtain a summary of the council’s endeavours throughout 2025-2026.
Chairman spoke about what had happened in the previous year.
•    Interactive Speed Signs
•    Refurbishment and replanting of Memorial Gardens.
•    Refurbishment of benches at the Memorial Gardens with a grant from District Councillor Dickinson.
•    Plants for the new planters at the Memorial Gardens with a grant from District Councillor Dickinson.
•    New Defibrillator at the Village Hall donated by the British Heart Foundation.

•    Repairs to Midville Bus Shelter
•    New Village Signs
•    Repair of War Memorial

6.    Short comments and statements from residents
Members of the public did raise concerns which were for outside bodies, these were addressed in the Annual Parish Council Meeting.

Annual report of ELDC District Councillor, Carleen Dickinson to Parish Council 2026
This past year has seen ELDC consult with residents all over Greater Lincolnshire to help form their submission to government for the proposal for Local Government Reorganisation (LGR). That was submitted in November 2025 to which the government are expected to respond in July this year with which proposals they wish to take forward. After that the shadow authority will need to be formed and councillors elected to that authority. Then the work that will eventually see the dissolution of the district and county councils begins. We will then have one tier of council above parish level, which will be the new unitary council responsible for everything that the county and districts currently are. Councillor Community Grant this year had an allocation of £4000 which has meant that financial support has been given to Eastville, Midville and New Leake Parish Council for works in the memorial garden, Eastville, Midville and New Leake Village Hall for the installation of Broadband, Friskney Village Show for the purchase of new parking signage, Friskney Parish Council for works to the war memorial gate, Grandma’s Pudding tearooms for the installation of a veranda, The Askefield Project for their Challenge Askefield project, Lincolnshire Wildlife Park for accessibility ramps, Friskney Parochial Church Council for foldable tables for charitable events and Friskney village hall for help with upkeep of the hall. ELDC have delivered a wealth of funding within the district over the past year, through their investment fund. ELIF Pride Essentials Scheme has meant several community projects have been supported by grants from the East Lindsey Investment Fund (ELIF).
The Scheme has backed small but mighty initiatives with grants from £100 to £4,999, helping to improve local facilities, promote inclusion and strengthen pride in place.
East Lindsey District Council remains committed to investing directly in local people and places through schemes just like this — building stronger, prouder, more connected communities every day. ELDC continues to lobby the government for fairer funding over the Drainage Board levies. This year saw them receive monies to offset the cost of that somewhat, but the council and other affected councils would like to see the full costs reimbursed to the council to ensure that services are not affected.
