Minutes 11 June 2025

Minutes taken by the Parish Council, Mrs Deborah Money, at the Annual Parish Council Meeting of Eastville, Midville and New Leake Parish Council, which was held on Wednesday 11th June 2025, in Eastville, Midville and New Leake Village Hall.
 
Present:  Councillors Glyn Nunn (Parish Chair), Michele Baker, Derek Scott, Ian Money and the Clerk.
 
Also Present: District Councillor Carleen Dickinson, and one member of the public
 
Public forum for a maximum of 15 minutes when members of the public may ask questions or make short statements to the council. 
 
To receive reports from elected Members of Lincolnshire County Council, and East Lindsey District Council.
a) District Councillor Dickinson sent a report before the meeting, which was circulated to all Parish Councillors.  Councillor Dickinson reminded everyone of the grants currently available.  Her report has also been published on the website.
b) County Councillor Hume, sent her apologies but did not send a report.

District Councillor Dickinson left the meeting at 1915.

2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Councillor Thorold sent his apologies, which were accepted.
 
3. Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
No declarations of interests were made.
 
4. To discuss vacant council seats and receive requests to be co-opted.
Bob Conway attended the meeting and expressed his intention to join the Parish Council.

Bob Conway was appointed as a co-opted member of the Parish Council, and the Parish Clerk witnessed the signing of his acceptance to office.

To resolve as a correct record and to authorise the Chair to sign the official minutes.
On proposal from Councillor Scott and seconded by Councillor Money and with no objections, all resolved to accept the minutes as a correct record and the Chair was authorised to sign them
 
8. Financial matters: Previously sent to Councillors, to resolve as correct and authorise payments
a) Treasurers bank statement £13,379.30 - 31 May 2025:

b) May Bank Reconciliation Councillor Money and Councillor Scott agreed that the reconciliation was correct.
 
9. Internal Council Matters
a) To approve the Financial Regulations:  Previously sent to councillors, to resolve as correct and ready to publish.
Proposed by Councillor Money and Seconded by Councillor Baker.
b) To approve the Health and Safety Policy
It was agreed to also add the Parish Council Bus Shelters to the policy.   Proposed by Councillor Money and Seconded by Councillor Baker.  Clerk will also look for Health and Safety training.  
c) Review and agree Council Insurance which was sent out to all councillors before the meeting £ (Insurance due 1st June 2025)
Councillor Money found an alternative insurance quote from Zurich, offering better coverage at £100 less. Councillor Scott proposed, and Councillor Baker seconded, that the clerk switch to this provider.
 
10. Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council. To include the received from the date of this notice and the day on the meeting

11. Memorial Gardens Project
a) Update on project
Councillor Money has received an updated proposal from Terra-Firma & Beyond.  He advised that he would like four stage payments, the first being at the start of the project.  This was proposed by Councillor Scott and seconded by Councillor Nunn, this encountered no objections and was approved. Councillor Money will contact Terra-Firma to agree on a start date for the project. Additionally, Councillor Baker will review options for plants for the planters. Councillor Scott suggested that residents might be interested in donating cuttings.  
b) Grant for bench refurbishment
The council agreed to apply for £500 from the Community Grant towards refurbishment of two benches at the memorial gardens. Councillor Conway will obtain cost estimates, and the Clerk will complete the grant paperwork.
 
12. Speed Sign
a) Data retrieval from speed sign.
The data is still unavailable. Councillor Nunn will obtain quotes for new reactive speed signs to present at the next meeting.
 
13. Clerk’s reports, outstanding matters and new matters
a) Speed Limit Update and Signs Update.
The clerk contacted County Councillor Hume, who agreed to investigate after completing her training. As of the meeting, no further information was received despite follow-up emails from the clerk.

15. Payments Schedule:  All invoices listed have been examined, verified and certified by the Responsible Financial Officer.  Invoices and a copy of the Cashbook were emailed to all Councillors before the meeting.   All payments were agreed.  Proposed by Councillor Scott and Seconded by Councillor Money.
