Minutes taken by the Parish Council, Mrs Deborah Money, at the Parish Council Meeting of Eastville, Midville and New Leake Parish Council, which was held on Wednesday 10th September 2025, in Eastville, Midville and New Leake Village Hall.
Present: Councillors Glyn Nunn (Parish Chair), Simon Thorold (Vice-Chair) Michele Baker, Ian Money, Bob Conway and the Clerk.
Also Present: County Councillor Hume
Public forum for a maximum of 15 minutes when members of the public may ask questions or make short statements to the council.
Five members of the public attended. One person raised concerns about issues caused by Thursday evening auctions at the community centre.
To receive reports from elected Members of Lincolnshire County Council, and East Lindsey District Council.
a) District Councillor Dickinson sent her apologise and a report before the meeting, which was circulated to all Parish Councillors, and will be published on the parish council website.
b) County Councillor Hume was present at the meeting and read out her report regarding the local government reorganisation.

1. Chair’s welcome:
Councillor Nunn welcomed everyone to the meeting
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting. Councillor Derek Scott was absent without apology.
3. Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.

5. Notes of the Parish Council meeting held on 10th September 2025.
To resolve as a correct record and to authorise the Chair to sign the official minutes.
On proposal from Councillor Thorold and seconded by Councillor Conway and with no objections, all resolved to accept the minutes as a correct.
6. Financial matters: Previously sent to Councillors, to resolve as correct and authorise.

e) Authorisation to pay next stage payment for Memorial Gardens.
f) Bank Reconciliation August 2025 Councillor Thorold agreed and signed the reconciliation was correct.
g) AGAR: We have received written notification to advise that our Audit is now complete.
h) The Clerks Local Government Pay Awards 2025/26. SCP 20 increase of 3.2% was agreed.
7. Internal Council Matters
a) Health and Safety e-learning Training Course (£25 + VAT): As Councillors Money, Conway, and the Clerk already complete similar training elsewhere, no one will undertake this course at present.
b) Budget 2026-27: The Clerk has requested that all members consider items for inclusion in next year's budget. Work on the budget will commence in October.
c) Cloud Next Email Discounts: The Clerk informed councillors that purchasing two years upfront would save 10%, reducing the cost to £107.97 instead of £59.98 per year. With unanimous agreement, the Clerk will amend the contract accordingly.
d) Church grass cutting: Councillors have monitored the grass cutting in recent months and noted that the area appears improved.
e) Defibrillator: Councillor Nunn submitted paperwork from residents of the former Duke of Wellington PH in Midville, requesting the parish council act as guardian for their defibrillator, however they would also like Parish Council to manage it. The Clerk noted the device needs a new box, potentially a battery and pads, costing around £800. With agreement from all councillors the Clerk will check with the British Heart Foundation about grant eligibility for a replacement. Councillor Nunn will ask residents to formally request council management of their defibrillator and clarify their current public liability insurance for incidents on private land. Assurance of ongoing public access to the defibrillator is also needed if ownership changes.
8. Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council. Section 73 application to remove condition no. 2 (occupancy) as previously imposed on planning permission reference S/120/02077/04 for the change of use, extensions and alterations to existing agricultural building to form a bungalow to use in connection with the existing commercial rabbit breeding unit.

10. Memorial Gardens Project
a) Project Update: Councillor Money reported progress on the Memorial Gardens, with completion targeted for Remembrance Day. Councillor Conway found someone who may provide black plastic soldier silhouettes for the back fence. The benches required more repairs than expected, but it was unanimously agreed to use remaining grant funds of £200 to cover some of the additional £275 plus VAT and postage for the refurbishment, to be completed.
b) Plaques for Midville remembrance. The Clerk noted that no soldiers' names from Midville appear on the War Memorial, though there is a plaque in St Judes Church. Councillor Baker will obtain a list of Midville soldiers for the next meeting so the council can consider adding a plaque to the Eastville and New Leake Memorial, or the gardens.
11. Speed Sign
Councillor Conway has removed our speed reactive sign for charging and has since reinstalled it; however, he has not been able to download the relevant data.
Following the previous meeting, Councillor Money organized a site visit with Highways to determine optimal locations for two new cameras, attended by Councillor Nunn, Councillor Money, and representatives from Highways. One proposed location requires tree trimming to ensure adequate sunlight for the solar panels. Councillor Nunn contacted the school to inform them of the prospective camera installation and to request their assistance in cutting back the tree. Although a response was received, it did not address the specific queries.
With Councillor Nunn’s agreement, Councillor Money will follow up with the school and arrange a meeting to discuss the matter further. After reviewing three quotations, it was unanimously agreed that Councillor Money should proceed with the purchase of a reactive speed camera from Elan City Radar.The expenditure will be covered by reserve funds due to unsuccessful grant applications, and efforts will be made to replenish these reserves over the next few years in order to minimize any budgetary impact.
12. Newsletter
Councillor Conway presented a template at the meeting, which received positive feedback. It was decided to start with a double-sided A4 sheet and arrange hand delivery to gauge public response. Public members viewed this positively. The template will be refined for the next meeting.
13. Clerk’s reports, outstanding matters and new matters
a) Bus Shelter Maintenance. Councillors Conway and Money have cleared and tidied up the Midville Bus Shelter. Councillor Conway is keeping an eye on it. Councillor Conway and Money have agreed to keep it tidy. The Bus Shelter in New Leake is still being kept tidy by Councillor Thorold.
b) Police Forum online 23 September 2025 at 1800: Councillor Conway and Councillor Money are going to try to attend.
c) Training Councillors and Clerk: After receiving the current training schedule from LALC, the Clerk asked if any councillors were interested in attending new or refresher training sessions. Councillor Conway and Councillor Baker indicated interest in graveyard training, and the Clerk inquired about participating in the finance FILCA course to prepare for the final financial PILAC course in January. All councillors agreed to these plans.
14. Highways
Councillor Barker suggested that 30 mph signs should be put up on Station Road.
15. Information, reports and correspondence:
The Clerk advised Councillors that the Treasurers account would become a Community account from October, which comes with a bank charge of £4.25 this will commence in October.
16. Payments Schedule: All invoices listed have been examined, verified and certified by the Responsible Financial Officer. To verify payments made since the last meeting under delegated powers or previously approved. Payment Schedule sent to councillors prior to meeting for both August and September. Proposed by Councillor Thorold and seconded by Councillor Conway.
