Notes from the 15 minute public forum on 16 December 2019
There were no members of the public present. 

Minutes of the Eastville, Midville and New Leake Group Parish Council meeting held on Monday 16 December 2019 at 7.15pm in the Eastville, Midville & New Leake Village Hall, Station Road

1. Apologies for absence
Apologies: Apologies were accepted from Cllr Thorold and from County Cllr Bowkett and PCSO Teresa Key
Present: Cllrs Baker, Dickinson, Waltham and Nunn (Chair)

2. To co-opt new councillors
No applications have been received for co-option. Information is in the notice boards and on the Parish website.

3. To receive reports from representatives on outside bodies
a. The parking issue at Fodderdyke has been reported to the Police, due to the road closure it is essential that the footway be clear for those walking to and from the school.
b. Dist Cllr Dickinson had nothing to report.
c. County Cllr Bowkett did not send a report.

4. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.

5. To receive declarations of interest in accordance with the Localism Act 2011
It was proposed by Cllr Dickinson and seconded by Cllr Baker that the minutes be signed as a true record, all agreed.

6. Clerk’s report
a. The defibrillator has been delivered to the local office where it will be sited on the outside wall. The company will arrange for this to be done.
b. The free trees have been delivered and distributed.

7. Chairman’s report
The Chairman reported that het notice board is now on the village hall wall.

8. Draft budget to set the precept for 2020/2021
a. Amendments have been made to the budget as required.
b. It was proposed by Cllr Dickinson and seconded by Cllr Baker that the precept be set at £12,000.00, all agreed.

9. Finance report
a. It was resolved to approve the following payments:
i. E L Arnold (expenses) 20.64
ii. November Salaries 257.74
iii. EM & NL Village Hall (16.12.19 meeting) 10.00
iv. K & P Services (handyman) 20.00
v. TJW Services (Churchyard grass cuts – underpayment) 10.00
vi. HMRC (PAYE – post-dated) 193.40
vii. December Salaries (post-dated) 257.74
viii. K & P Services (Handyman – post-dated) 20.00
ix. Evelyn Sands (PAYE post-dated) 45.00
b. Balance in current a/c at 28 November: £3246.99(rec); Deposit a/c: £15,000.08

10. To receive reports for LCC highways
a. Potholes and street lights
There was nothing to report
b. Any other Highways matter
a. Details regarding the Station Road and Fen Bank Bank road closures were read out.
b. A road closure at Station Road for Telec Utilities was read out

11. Planning applications received
There were no planning applications for this meeting.

12. To report planning decisions from ELDC
No planning decisions have been received for this meeting

13. To discuss the annual booklet
a. The Clerk explained that she had recently found out that s137 donations cannot be given to schools or to religious buildings. Maintenance of churchyards is allowed, but funding the building is not. This was reported for future reference.
b. The Clerk can contact the school and Witham Fourth IDB for information for the booklet.
c. It was resolved that the booklet should be produced again for 2020.

14. To discuss the clerk's review
a. The Clerk requested that only the Councillors should be present at a review.
b. The Chairman has obtained a form from LALC and will complete it and pass it to the other members of the Personnel Committee to check.

15. Correspondence received – listed in post book
Brochures were made available to Councillors.

16. Items for the next agenda
a. Email regarding local electricity supplies

17. Date of next meeting
The next meeting will be held on Monday 17 February 2020 at 7.15pm in EMNL Village Hall with a Public Forum from 7.00pm.
There will be a Parish Plan meeting on Monday 27 January 2020.
