Notes from the 15 minute public forum on 20 May 2019
There were no members of the public present.

Minutes of the Eastville, Midville and New Leake Group Parish Council meeting held on Monday 20 May 2019 at 7.30pm in the Eastville, Midville & New Leake Village Hall, Station Road

1. Apologies for absence
There were no apologies
Present: Cllrs Baker, Dickinson, Thorold, Waltham and Nunn (Chair)
Also Present: County Cllr Bowkett

2. To receive reports from representatives on outside bodies
a. There was no Police report. Crime information can be found at www.police.uk
b. Dist Cllr Dickinson thanked those for voting and re-electing her and reported:
i. She will get items in the Old Leake News on a monthly basis.
ii. Scams are still on the increase, an e-learning page is available at www.friendsagainstscams.org.uk which takes around 20 minutes to complete.
iii. District Councillors will have £1000.00 to give in Community Grants for 2019/20.
iv. She will be available at the monthly coffee mornings at the Village Hall for residents to meet her and come with any issues they may have.
c. County Cllr Bowkett reported:
i. A list of all the monies spent on highways in Lincolnshire was read out, this will be put on the Parish Council website.
ii. Current road repairs can be found at www.roadworks.org where you enter the post code of the area you want to check for road works.
iii. The Police should give a report for the meeting, this will be reported by County Cllr Bowkett.
iv. LCC are having a Scam Awareness Day on 14 June.
v. Work on the Friskney side of Fodderdyke Bank will begin from February 2020.
vi. The footpath work at New Leake will now be carried out in the summer of 2020 due to emergency work having to be carried out at Hobhole Bank. The fencing will be the same height as it currently is, due to the ‘drop’ on the other side.
vii. £3000 is available in grants from LCC for new bus shelters, or to repair/improve existing bus shelters.
viii. The health trust is joining four CCG’s into one CCG for improved services.
ix. The vehicles parking on the footway at Fodderdyke Bank was discussed. The Police will be advised of this issue.

3. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.

4. Notes of the meeting held on 25 March 2019 to be approved and signed as the minutes
The minutes were read out by the Chairman, it was proposed by Cllr Baker and seconded by Cllr Waltham that the minutes be signed as a true record, all agreed.

5. Clerk’s report:
a. Councillors were asked to provide an email address for Parish Council use only. It was suggested that ‘emnlgrouppc’ be in the address to make it specific to the Parish Council.
b. The LALC conference and AGM will be held on Tuesday 15 October between 9.00am and 3.00pm and will cost £20.00 per delegate.

6. Chairman’s report
The Chairman had nothing to report, but thank you letters are to be sent to Councillors who retired at this election.

7. Annual Parish Meeting
a. The speaker was good and engaging for those present.
b. The £3500 was voted to be shared: £1600 for the Church windows and £1900 for the playing field improvements.

8. Audit for the year ended 31 March 2019
a. The Fixed Assets figure was approved by the Council.
b. The figures in the Statement of Accounts were read out by the Clerk and approved by the Council. The form was signed as required.
c. The Annual governance Statement will be completed at eh next Parish Council meeting.

9. Finance report
a. It was resolved to approve the following payments:
i. E L Arnold (expenses) 31.88
ii. EM & NL Village Hall (20.05.19 meeting) 10.00
iii. K & P Services (handyman) 20.00
iv. G Nunn (APM refreshments) 2.17
v. TJW Services (Churchyard grass cuts) 432.00
vi. Came & Company (Insurance) 337.71
vii. L I V E S (Defibrillator) 1600.00
viii. EMNL Parochial Church Council (s137 payment) 1600.00
ix. EMNL Playing Field Committee (s137 payment) 1900.00
b. Balance in current a/c at 28 April 2019: £3278.26 (rec); Deposit a/c: £15,000.08
c. A letter has been received from the bank to confirm that the signatory has been removed.

10. To receive update regarding defibrillator
a. The defibrillator has been ordered, and a cheque signed for full payment.
b. The defibrillator and case will be delivered to the Clerk who will then take it to the New Leake office of a local company who will site it on their wall.
c. The Parish council will be invoiced for installation and electricity used.

11. To receive reports for LCC highways
a. Potholes and street lights
There was nothing to report
b. Any other LCC highway matters
All matters were discussed with County Cllr Bowkett.

12. Planning applications received
The following application has been SUPPORTED by the Parish Council:
S/126/00744/19 Mr & Mrs Guthrie Extension and alterations to existing dwelling at Hill View, East fen, New Leake.
S/126/00711/19 Miss E Litchfield To remove condition 2 (agricultural occupancy) as imposed on reference no S/216/2468/12 at Coneygree Farm, Hobhole Bank, New Leake

13. To report planning decisions from ELDC
FULL planning permission has been received for:
S/120/02437/18 BeBa Energy UK Ltd Installation of ground mounted 96kW solar arrays consisting of 352 panels within 8 rows to a maximum height of 1.93 metres at Land at Poplars Farm, Midville Lane, Stickney

14. Correspondence received – listed in post book
Brochures were made available to Councillors.

15. Items for the next agenda
There were no additional items for the next agenda.

16. Date of next meeting
The next meeting will be held on Monday 17 June at 7.15pm in EMNL Village Hall with a Public Forum from 7.00pm.
