Minutes of the remote meeting of Eastville, Midville And New Leake Group Parish Council meeting held on Monday 15 March 2021 at 7.05PM
1. Apologies for absence
Apologies: Apologies were received from County Cllr Bowkett
Present: Cllrs Dickinson, Baker, Scott, Sweetman, Thorold and Nunn (Chair)
2. To receive reports from representatives on outside bodies
a. There was no Police report.
b. Dist Cllr Dickinson reported:
i. The Local Plan is out for consultation between 15 February and 12 April, this is for use up until 2031. Land for both housing and employment development is required for the future in East Lindsey.
ii. Skegness and Mablethorpe have secured £48.4m from the Government Towns Fund Scheme.
iii. Council Tax will increase by 3.37% meaning an increase of £4.95 for a band D property. 56% of the Council Tax goes to the Drainage Boards.
c. County Cllr Bowkett reported by email:
i. A written report has been sent to all Councillors.
ii. Household Waste Recycling sites are now open for any waste, drop off slots must be booked.
iii. Business Start up loans are available for business getting back to work after the lockdowns.
3. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.
4. Notes of the meeting held on 15 February 2021 to be approved and signed as the minutes
It was proposed by Cllr Baker and seconded by Cllr Scott that the minutes be signed as a true record, they will be signed by the Chairman in due course.
5. Clerk’s report
a. LALC Annual Training Scheme information has been sent to Councillors. Following discussion it was resolved not to join the scheme this year. If anyone wants to attend any training events they will be paid for at that time.
b. The quote for cutting the grass at the playing field has been received. It was resolved to accept the quote of £565 plus VAT.
6. Chairman’s report
The Chairman had nothing to report, all items are on the agenda.
7. Finance report
a. The following payments have been made:
i. Salaries (March) 315.12
ii. Clerk’s expenses 14.29
iii. K & P Services (Cleaning bus shelters/war memorial) 30.00
iv. LALC (annual subscription) 226.71
b. Balance at 25.02.21: Current a/c £7,484.70, reconciled: £7,611.20 Deposit a/c: £15,000.08
8. To discuss the project at the memorial garden
a. Residents have asked about the memorial plaque in the memorial garden. It was agreed that any plaques will be placed in an appropriate position on the outside of the building where there will be room for more plaques to be added.
b. There will be two handrails installed at the slope to the Church in due course.
c. Cllr Scott will replace the gravel around the war memorial with grey granite chippings, at no charge to the Parish Council.
d. Cllr Sweetman will clean the wood on the seats, at no charge. The metal ‘ends’ of the seat will be powder-coated and this will be paid for, proposed by Cllr Dickinson and seconded by Cllr Thorold.
e. The chain around the war memorial will be looked at to see if it needs to be powder-coated too.
9. Planning applications received
There were no planning applications for this meeting.
10. To report planning decisions from ELDC
There were no planning decisions to report.
11. To receive reports for highways
a. The fencing by the school has blown about in the wind, this will be reported to County Cllr Bowkett.
b. Mattresses dumped at the road sides have been reported via Fixmystreet.
12. Items for the next agenda
a. There is a bench in New Leake hidden by some trees, this will be looked at to repair or replace.
13. Date of next meeting
The next remote meeting will be held on Monday 19 April 2021 and will follow the Annual Parish Meeting which will be held at 7.00pm
14. To co-opt a new councillor
One application has been received, following discussion it was resolved to co-opt Mr Roxburgh onto the Parish Council.
