Public forum prior to meeting on 21 March 2022

 

There were no members of the public present.

 

 

Minutes of the meeting of Eastville, Midville and New Leake Group Parish Council held on Monday 21 March At 7.20pm In the Eastville, Midville & New Leake Village Hall

 

1. Apologies For Absence

 

Apologies:  Apologies were received from Cllr Brennan and Sweetman

 

Present:  Cllrs Roxburgh, Scott, Baker, Thorold and Nunn (Chair)

 

Also present:  County Cllr Bowkett and Dist Cllr Dickinson

 

2. To co-opt a new councillor

 

There have been no applications for co-option

 

3. To receive reports from representatives on outside bodies

 

a. Dist Cllr Dickinson reported:

i. ELDC are considering running a Community Lottery Scheme with 40% of income being used to run the scheme and 60% to be handed out to charities that take part.

ii. The Partnership is now in the final stages

 

b. County Cllr Bowkett sent a written report:

i. A written report has been emailed to all Councillors.

ii. The LCC budget increased were explained.

 

7.35pm  County Cllr Bowkett and Dist Cllr Dickinson left the meeting

 

c. Cllr Baker and the Clerk gave a report from the Alenson & Erskine Foundation meeting:

i. The trustees are considering alternative power sources for the almshouses.

ii. Income from allotments and the weekly maintenance contributions has all been received.

iii. Some thank you letters for the educational grants have been received from students

 

4.     To receive declarations of interest in accordance with the Localism Act 2011 

 

There were no declarations of interest.

 

5.     Notes of the meeting held on 21 February 2022 to be approved and signed as the minutes

 

It was proposed by Cllr Baker and seconded by Cllr Thorold that the minutes be signed as a true record.

 

6.     Clerk’s report

 

The clerk had nothing to report, all items are on the agenda.

 

7.     Chairman’s report

 

a. The Chairman will attend the Leake United Charities meeting tomorrow.

b. The handyman will be asked to clean the graffiti off the directional sign at the crossroads.

c. There is a fallen tree in the Midville Churchyard, this will be reported to the Vicar.  

 

8.     Finance report

 

a. To approve the following payments:

i. Salaries (March)   314.92

ii. K & P Services (Cleaning/repairs bus shelters & memorial)          55.00

iii. HMRC (PAYE)   236.20

 

Cheques signed since the last meeting:

iv. HMRC (PAYE)   236.20

v. Unipart Dorman (interactive speed sign) 3304.80

 

b. Balance at the bank on 25 January 2022: Current account:    £9,880.63 rec: £9,201.29

            Deposit account:  £15,000.08

 

9.       Clerk’s salary

 

a. The Clerk reported the pay increase details as per the NALC, this should be back-dated until April 2021.

b. The details are for 7 hours per week at SCP 19.

c. It was resolved that the NALC guidelines would be followed and the increase was approved.

 

10.     To receive reports for LCC highways

 

There has been a slip in the bank side at Hobhole Bank.

 

11.    To receive update regarding interactive speed sign

 

The sign will be sited tomorrow.  The first position will be outside the school.

 

12.    Planning applications received 

 

There were no planning applications for this meeting

 

13.   To report planning decisions from ELDC

 

There were no planning decisions for this meeting.

 

14.    Memorial garden 

 

a. Pre-planning advice

    ELDC were asked about the pre-planning advice, there has been no response.

 

b. Kitchen at St Jude’s 

The PCC will be asked about the position of a kitchen in the Church, Clerk to attend when being discussed.

 

c. Any other matters

The Clerk will chase up Malc Firth Landscapes regarding removal of the tree stumps.

 

15.    To consider making a donation to the running of the Wednesday rural bus service 

 

a. The Clerk outlined the situation regarding the rural bus service.

b. Call Connect is being used at this time until a solution, if possible, can be reached.

 

16.    To discuss gifts for children for the Platinum Jubilee

 

a. The mugs will need to be ordered early in May.

b. An advert will be put on the Community Facebook page again.

 

17.    Matters for the next agenda 

 

There were no matters for the next agenda.

 

18.   Date of next meeting

 

The next meeting will be held on Monday 25 April 2022, this will be the Annual Parish Meeting, in the Eastville Midville & New Leake Village Hall at 7.00.  Boston Woods Trust will be asked if anyone is available to speak at this meeting.
