Public forum prior to meeting on 19 July 2021

There were no members of the public present.

Minutes of the meeting of Eastville, Midville and New Leake Group Parish Council held on Monday 19 July 2021 at 7.10pm in the Eastville, Midville & New Leake Village Hall

1. Apologies for absence

Apologies:  Apologies were accepted from Cllrs Nunn and Scott and from Dist Cllr Dickinson

Present:  Cllrs Baker, Brennan, Roxburgh, Sweetman and Thorold (Chair)

2. To co-opt a new councillor

There have been no applications for co-option

3. To receive reports from representatives on outside bodies

a. There was no Police report.

b. Dist Cllr Dickinson reported by email:

i. An alliance between ELDC and Boston BC has agreed, in principal, to extend the strategic alliance to allow South Holland to join.  Various documents need to be worked on before a final decision is made.  If approved the alliance will be known as the South East Lincolnshire Council Partnership.

ii. Planning application S/169/00877/21 will be ‘called in’ to committee for decision should the officer be minded to approve the application.  The deadline has been extended due to more nformation being sought.

c. County Cllr Bowkett was not present

4.     To receive declarations of interest in accordance with the Localism Act 2011 

There were no declarations of interest.

5.     Notes of the meeting held on 21 June 2021 to be approved and signed as the minutes

It was proposed by Cllr Brennan and seconded by Cllr Sweetman that the minutes be signed as a true record.

6.     Clerk’s report

a. The Clerk reported that a tree in Midville Churchyard needs to be removed and a quote has been sought for the Vicar.

b. Following discussion it was Proposed by Cllr Sweetman and seconded by Cllr Baker, all agreed, that the Parish Council should pay the £578.00 plus VAT for this work to be carried out.

7.     Chairman’s report

Cllr Thorold reported that the trees around the seat at Spilsby Road can be cut back as much as is required for residents to use the seat.

8.     Finance report

a. The following payments have been made:

i. Salaries (July)   314.92

ii. Clerk’s expenses     17.35

iii. K & P Services (Cleaning bus shelters/war memorial)              30.00

iv. EMNL Village Hall (meeting – 19.07.21)     10.00

9.     To receive reports for LCC Highways

There were no new reports for highways.

10.     To receive report from Lincolnshire Road Safety Partnership regarding interactive speed sign

a. An email containing details of where an interactive sign can be sited has been sent to Councillors.

b. Following discussion it was resolved to use lighting column 5 on Station Road (40mph) and lighting column 9a on Spilsby Road (30mph) and to have a post in the area of the school (30mph) at a cost of £200.00.  The new post will need to be on the school side of the road.

c. It was resolved to have 4 x 30mph signs and 2 x 40mph signs.

d. Following discussion it was proposed by Cllr Baker and seconded by Cllr Sweetman to order a DF11 Interactive Speed Sign at a cost of approximately £2300.00.

11.    Planning applications received 

There were no planning applications to discuss.

12.   To report planning decisions from ELDC

There were no planning decisions to report.

13.    Memorial garden 

a. Removal of trees and bushes

This work has been ordered, but no date has been given for starting the work.

b. Pre-planning advice

i. The forms from ELDC have been received and there is no cost to the Parish Council for this advice.

ii. Ordinance survey maps are required for the application, these will be sought off the internet and it was resolved that any fees for the maps should be paid

c. Any other matters

i. The work on the stones and the benches has not yet been done.

ii. Some of the weeds have been removed.  It was resolved to ask the handyman to give an extra ½ hour each week and work on the weeds.

15.   Date of next meeting

The next meeting will be held on Monday 20 September 2021 in the Eastville Midville & New Leake Village Hall at 7.10, there will be a Public Forum from 7.00pm.
