Minutes of the meeting of Eastville, Midville And New Leake Group Parish Council held on Monday 18 October 2021 at 7.20pm in the Eastville, Midville & New Leake Village Hall
1. Apologies for absence
Apologies: Apologies were accepted from Cllrs Brennan and Sweetman and from Dist Cllr Dickinson
Present: Cllrs Baker, Thorold, Roxburgh, Scott and Nunn (Chair)
2. To co-opt a new councillor
There have been no applications for co-option
3. To receive reports from representatives on outside bodies
a. There was no Police report.
b. Dist Cllr Dickinson reported, by email, The ELDC Council Tax Support Scheme consultation is now live and can be found on the ELDC website.
c. County Cllr Bowkett was not present
4. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.
5. Notes of the meeting held on 20 September 2021 to be approved and signed as the minutes
It was proposed by Cllr Scott and seconded by Cllr Baker that the minutes be signed as a true record, after an amendment regarding the cleaning of the seat at the Memorial Garden.
6. Clerk’s report
The Clerk had nothing to report, all items are on the agenda.
7. Chairman’s report
The Chairman had nothing to report, all items are on the agenda.
8. To approve the purchase of a wreath and donation to be made to the Royal British Legion
a. It was agreed to purchase a wreath on behalf of the community for Remembrance Sunday.
b. Following discussion it was proposed by Cllr Thorold and seconded by Cllr Baker that a donation of £150.00 be made to the British Legion, all agreed.
9. Finance report
a. To approve the following payments:

10. To receive reports for LCC highways
a. A road closure has been received for Midville Road between 15.11.21 and 24.12.21
b. There are still issues with cars parking on the footway at New Leake, this will be reported to the PCSO and LCC due to the obstruction being caused for children walking to school.
c. The school flashing sign is in the ditch.
d. Is anything going to be done about the road to the Duke of Wellington? Drivers are now driving on the grass verge as the dips are so deep in the road.
11. To receive update regarding interactive speed sign
There is no update regarding the siting of the post or the turn around time delivery for the sign.
12. Planning applications received
There were no planning applications to discuss for this meeting.
13. To report planning decisions from ELDC
Full planning permission has been received for:
S/047/01775/21 Mr & Mrs Barowsky Change of use, conversion of, extension and alterations to the existing barn to provide a dwelling at Sills Farm, Station Road
14. To report defibrillator situation
Batteries and pads are still not available from LIVES. Clerk to ask if this is a national situation and how many defibrillators in the area are actually out of action at this time.
15. Memorial garden
a. Removal of trees and bushes
This work has now been carried out. Some stumps have been left, these will be looked at to see if they can be incorporated in a planting scheme.
b. Pre-planning advice
The forms have been completed and sent to ELDC, but nothing has been received in return.
c. Any other matters
Councillors will meet at the Coffee Morning on Friday 5 November ready to visit the memorial garden to assess the new situation.

b. Building for the memorial garden.
16. Date of next meeting
The next meeting will be held on Monday 15 November 2021 in the Eastville Midville & New Leake Village Hall at 7.10, there will be a Public Forum from 7.00pm.
