Minutes of the meeting of Eastville, Midville & New Leake Group Parish Council held on Monday 09 October 2023 at 7.20pm in the Eastville, Midville & New Leake Village Hall
1. Apologies for absence
Apologies: Apologies were received from Cllr Scott and County Cllr Bowkett
Present: Cllrs Baker, Thorold, and Nunn (Chair)
Also present: Dist Cllr Dickinson
2. To co-opt new Councillors
There were no applications for co-option.
3. To receive reports from representatives on outside bodies
a. Dist Cllr Dickinson read out her report which will be emailed to Councillors.
b. County Cllr Bowkett had emailed to say there was nothing new to report.
7.55 Dist Cllr Dickinson left the meeting
4. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.
5. Notes of the meeting held on 11 September 2023 to be approved and signed as the minutes
It was proposed by Cllr Baker and seconded by the Chairman that the minutes be signed as a true record.
6. Clerk’s report
a. An email regarding the new situation with the Police, previously sent to Councillors, was outlined.
b. The email will be sent out again for a volunteer to attend the ‘teams’ meeting on 05 December 2023.
7. Chairman’s report
The Chairman had nothing to report, all items are on the agenda.
8. To consider a donation for the purchase of a wreath for Remembrance Day
Following discussion it was proposed by Cllr Thorold and seconded by Cllr Baker that a donation of £175.00 be given for the wreath.
9. Finance report
a. To approve the following payments: £
i. Salaries (September) 348.28
ii. Clerk’s Expenses 17.45
iii. K & P Services (cleaning bus shelters/War Memorial) 40.00
iv. Evelyn Sands(PAYE) 70.00
v. HMRC (PAYE) 261.20
vi. Royal British Legion Poppy Appeal (S137 donation) 175.00
b. Balance at bank at 27 September: Current account £19,749.90 rec. balance £19,455.90

There were no planning application for this meeting
11. To report planning decisions from ELDC
There were no decisions for this meeting
12. To receive reports for LCC highways/comments on speed sign data
a. There was no information regarding the repairs to the Friskney end Fodderdyke Bank.
b. The Clerk gave the details of access to the interactive speed sign to the Chairman
13. Memorial garden
The Clerk has not received the plans for the kitchen.
14. Matters for the next agenda
a. The draft budget for 2024/25
b. The Clerk handed in her notice so a new Clerk will be required from the end of December.
15. Date of next meeting
The next meeting will be held on Monday 14 November 2023 at 7.15pm, with a public forum from 7.00pm.
