Public forum prior to meeting on 12 June 2023

Minutes of the meeting of Eastville, Midville & New Leake Group Parish Council held on Monday 12 June 2023 at 7.20pm in the Eastville, Midville & New Leake Village Hall

 

1. Apologies for absence

 

Apologies:  There were no apologies, Dist Cllr Dickinson will be late

 

Present:  Cllrs Baker, Thorold and Nunn (Chair)

 

Also present:  County Cllr Bowkett

 

2. To co-opt new Councillors 

 

It was resolved to Co-opt Derek Scott onto the Parish Council, there were no other applicants.

 

3. To receive reports from representatives on outside bodies

 

a. County Cllr Bowkett reported:

i. During the Junior Doctors strike in July, anyone needing medical help should dial 111 unless it is an emergency.

ii. Bright Optics will be working out of Wainfleet on a regular basis for eye tests.

iii. There will be an Outer Dowsing consultation at Old Leake on 22 June.

 

4.     To receive declarations of interest in accordance with the Localism Act 2011 

 

There were no declarations of interest.

 

5.     Notes of the meeting held on 13 March 2023 to be approved and signed as the minutes

 

It was proposed by Cllr Thorold and seconded by Cllr Baker that the minutes be signed as a true record.

 

 

7.30pm  Dist Cllr Dickinson arrived and reported:

 

a. 15 authorities have received £1.5m to help support work carried out by Drainage Boards, this has been funded via the Council Tax previously.  ELDC, Boston BC and SHDC have received this financial help.

b. Blue Flags awards have been awarded to Skegness Central Beach, Mablethorpe and Sutton on Sea.

c. Fairy Dell is now open following clear up from vandalism.  All other ELDC paddling pools are open.

d. The District Councillors all have £2000.00 to give as grants in the local community.

8.     Audit for the year ended 31 March 2023

 

a. To receive the Internal Audit Report

i. The Clerk read out the Internal Audit report.

ii. The Certificate of Exemption was confirmed an signed as required

 

b. To complete the Annual Governance Statement

i. The Chairman read out each section of the Annual Governance Statement and ticked the relevant boxes following responses from the Parish  Councillors.

ii. The paperwork was signed as required.

 

c. To approve the Accounting Statements

i. The Clerk read out the figures in the Accounting Statement

ii. The Accounting Statement was approved and signed where required.

10.    To review the Clerk’s salary

 

a. The Clerk gave the details of the NALC’s pay scales from 01 April 2022.

b. The new pay scale agreed, using the above guidelines, was agreed at £5223.40 per year, £435.28 per month, and any back pay due.

 

11.    Planning applications received 

 

The Parish Council supported the following planning applications:

 

S/120/00965/23 - Mr A Downes - Reserved matters relating to the erection of a restaurant and bar with holiday lodge reception, office and shop and provision of parking (outline planning permission ref: S/120/1099/22 for the erection of a bar and restaurant, granted 10 November 2022) at Greenacres Farm, Midville Road.

 

12.    To report planning decisions from ELDC

 

The following planning application has been withdrawn:

 

S/120/00686/23 - Fishbar - Alterations to the existing Chapel to provide a dwelling and re-location of existing gravestones to construct a driveway at St Peter’s Church, Station Road, Midville

 

13.    To receive reports for LCC highways/comments on speed sign data

 

a. The data from the speed indicator sign was unable to be collected, the Clerk will try again before the next meeting.

b. The sign is now in the 40mph speed limit.

 

14. Memorial Garden, War Memorial and Street Furniture 

 

a. Jubilee Bench 

   The bench has not yet been delivered, this order will be chased up by the Clerk again.

 

b. Kitchen at St Jude’s

New quotations will be sought.  Cllr Scott will send the new details of the kitchen to the Clerk.

 

c. Anglian Water

A new meeting will need to be held with Anglian Water if there is no number on the stop tap/meter that has been fitted at the site.

 

d. Any other matter

i. Malc Firth Landscapes met with the Clerk, no information regarding the landscaping has been received yet.  The person who visited the site suggested that the Council get information about what is going to be put on the site and where.

ii. A second quote will be required from a plumber about getting a supply to the Church.

iii. The toilet block was discussed, it was suggested that a digester toilet be installed, this will be considered.

iv. A meeting will be held on Friday 05 July at 1.00pm at the Memorial Garden to discuss the steps to be taken to get the work started.

 

15.    Coronation gifts for children

         

The Coronation gifts are on order.

The next meeting will be held on Monday 10 July 2023 at 7.15pm, with a public forum from 7.00pm.
