There were no members of the public present.
Minutes of the meeting of Eastville, Midville & New Leake Group Parish Council held on Monday 10 October 2022 at 7.15pm in the Eastville, Midville & New Leake Village Hall
The Clerk reported that the meeting scheduled for 26 September did not go ahead due to not being quorate.
1. Apologies for absence
Apologies: Apologies were accepted from Cllr Sweetman and from County Cllr Bowkett and Dist Cllr Dickinson
Present: Cllrs Roxburgh, Thorold, Baker and Nunn (Chair)
2. To co-opt a new councillor
There were no applications for co-option
3. To receive reports from representatives on outside bodies
a. Dist Cllr Dickinson’s emailed report has been sent to all Councillors, it was also read out at the meeting.
b. County Cllr Bowkett was not present.
4. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.
5. Notes of the meeting held on 27 June 2022 to be approved and signed as the minutes
It was proposed by Cllr Baker and seconded by Cllr Roxburgh that the minutes be signed as a true record.
6. Clerk’s report
The Clerk reported that the recent Macmillan Coffee Morning made £151.00.
7. Chairman’s report
The Chairman had nothing to report, all items are on the agenda.
8. To approve purchase and payment for Remembrance Day Wreath
Following discussion it was resolved to purchase a wreath on behalf of the residents of the three villages and make the donation up to £150.00.
9. Finance report

The precept of £7,500.00 has been received
10. Planning applications received
The Parish Council looks at and supported the following applications:
S/047/01488/22 - Mr J Lenton - Erection of a detached garage/store, existing buildings to be demolished at Orchard House, Station Road, Eastville (decision by email between meetings)
S/120/01099/22 - Mr A Downes - Hybrid application for the outline erection of a restaurant and bar and planning permission for the change of use of land to site 4no. holiday lodges for seasonal occupation. Excavation of land to form a lake (works already completed) at Greenacres Farm, Midville Road, Stickney
11. To report planning decisions from ELDC
No planning decisions have been received
12. To receive reports for LCC highways/comments on speed sign data
Fodderdyke Bank is to be closed through half term for resurfacing repairs.
13. To adopt the Civility & Respect Pledge
It was resolved that the Parish Council should adopt the Civility and Respect Pledge which means the Parish Council will:
• Treat other Councillors, Clerks, Employees, Members of the Public and representatives of partner organisations and volunteers with civility and respect in their roles
• Commit to training Councillors and Staff
• Sign up to the Code of Conduct for Councillors
• Have good governance arrangements in place
• Commit to seeking professional help at early stages should civility and respect issues arise
• Call out bullying and harassment if and when it happens
• Continue to learn from best practice in the sector and aspire to being a role model/champion council
• Support the continued lobbying for the change in legislation to support the civility and respect pledge including sanctions for elected members where appropriate.
14. To approve the Publication Scheme
a. All Councillors have a copy of a draft Publication Scheme.
b. The draft was amended to remove burial site and play area information as the Parish Council are not responsible for either of these areas in the villages.
15. Memorial Garden
a. Report regarding Anglian Water
Nothing has been heard from Anglian Water
b. Jubilee Bench for siting in the Memorial Garden (£1000 grant available from ELDC)
The bench will be ordered before the next meeting.
c. Kitchen at St Jude’s
Cllr Scott was not present.
d. Any other matter
The quote for the removal of the bushes and tree stumps has not been received, this will be chased up by the Clerk.
16. To discuss the meeting dates
Following discussion it was resolved to try the second Monday of the month for future meetings.
