Public forum prior to meeting on 12 December 2022

 

There were no members of the public present.

 

Before the meeting started the Chairman reported that Cllrs Sweetman and Roxburgh had resigned.  Cllr Sweetman will continue to look after the interactive speed sign.

 

The Clerk reported that Cllrs Brennan and Wilson were now disqualified due to non- attendance, nor giving apologies for six consecutive months.

 

Minutes of the meeting of Eastville, Midville & New Leake Group Parish Council held on Monday 12 December 2022 at 7.15pm in the Eastville, Midville & New Leake Village Hall

 

1. Apologies for absence

 

Apologies:  Apologies were received from County Cllr Bowkett and Dist Cllr Dickinson

 

Present:  Cllrs Scott, Thorold, Baker and Nunn (Chair)

 

 

2. To co-opt a new councillor

 

There were no applications for co-option

 

3. To receive reports from representatives on outside bodies

 

a. Dist Cllr Dickinson reported by email that the buildings at Manby had been sold and the move to Hornacastle will be finalised in January.  There is still some of the £1000.00 Dist Councillor grant available.

 

b. County Cllr Bowkett reported that she had nothing from LCC to report.

 

4.     To receive declarations of interest in accordance with the Localism Act 2011 

 

Cllr Scott declared an interest in planning, he has submitted one of the planning applications.

 

5.     Notes of the meeting held on 14 November 2022 to be approved and signed as the minutes

 

It was proposed by Cllr Baker and seconded by Cllr Thorold that the minutes be signed as a true record.

The Clerk had nothing to report, all items are on the agenda.

8.     Finance report

9.      Budget amendments to set the precept for the year ended 31 March 2024

 

a. All Councillors have a copy of the amended budget 

b. Following discussion it was resolved that the precept be kept at £15,000.00

 

10.    Planning applications received 

 

The Parish Council supported the following planning application:

 

S/047/02219/22 - Scott Industries Ltd - Extension to existing workshop to provide store building and new spray building and paint store, existing building on site to be demolished

 

There was no information on the ELDC website for any comments to be made reading the following planning application:

 

S/047/02301/22 - Mrs K Edwards - Extensions to existing dwelling to provide additional living accommodation and construction of a detached carport at Warren House, Station Road, Eastville

 

11.   To report planning decisions from ELDC

 

There were no planning decisions for this meeting.

 

12.    To receive reports for LCC highways/comments on speed sign data

 

a. There were no new highways issues to report.

b. The data has not been collected from the interactive speed sign due to weather conditions.

 

13. Memorial garden 

 

a. Jubilee Bench for siting in the Memorial Garden (£1000 grant available from ELDC)

   The bench has not yet been ordered

 

b. Kitchen at St Jude’s

Cllr Scott is dealing with this and will meet Cllr Baker in the near future.

 

c. Any other matter

i. The removal of the bushes and tree stumps has been ordered, this will be chased up by the Clerk.

ii. A plumber has been sought to quote for the supply of water to the Church.

 

14.    Matters for the next agenda 

 

a. Check all street furniture belonging to the Parish Council

b. Check the War Memorial for any repairs required.

c. Consider landscaping and a ‘Memorial Wall’ in the Memorial Garden.

d. Any possible new projects for 2023.

 

15.   Date of next meeting

 

The next meeting will be held on Monday 13 February 2023 at 7.15pm in the Eastville Midville & New Leake Village Hall with a public forum from 7.00pm
