Minutes of the meeting of Eastville, Midville and New Leake Group Parish Council held on Monday 20 September 2021 at 7.20pm in the Eastville, Midville & New Leake Village Hall
1. Apologies for absence
Apologies: Apologies were accepted from Cllr Thorold and from County Cllr Bowkett and Dist Cllr Dickinson
Present: Cllrs Baker, Brennan, Roxburgh, Sweetman, Scott and Nunn (Chair)
2. To co-opt a new councillor
There have been no applications for co-option
3. To receive reports from representatives on outside bodies
a. There was no Police report.
b. Dist Cllr Dickinson reported by email:
i. The alliance between ELDC and Boston BC has now been approved to include South Holland. The alliance is now known as the South and East Lincolnshire Councils Partnership.
ii. The Councillor’s Community Grant has all been allocated, £500 towards a defibrillator cabinet at the Wildlife Park in Friskney and £500 towards the interactive sign at Eastville.
c. County Cllr Bowkett’s email has been circulated to all Councillors
4. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.
5. Notes of the meeting held on 19 July 2021 to be approved and signed as the minutes
It was proposed by Cllr Baker and seconded by Cllr Sweetman that the minutes be signed as a true record.
6. Clerk’s report
There is some graffiti on the notice board in the bus stop in the bus shelter at Midville, the handyman will be asked to paint the board black.
7. Chairman’s report
The Chairman had nothing to report, all items are on the agenda.
8. Finance report
a. The following payments were made in August:
i. Salaries (August) 315.12
ii. K & P Services (cleaning bus shelters and war memorial) 40.00
iii. T J W Services (Churchyard grass cuts) 294.00
b. To approve the following payments:
i. Salaries (September) 314.92

9. To receive reports for LCC Highways
a. Road closures have been received for:
i. Station Road/Fen Bank between 01.11.21 and 19.11.21
ii. Eastville level crossing on 27.10.21
iii. Spilsby road level crossing on 26.10.21
b. There are still issues with cars parking on the footway at New Leake, this will be reported to the PCSO and LCC due to the obstruction being caused for children walking to school.
10. To receive report from Lincolnshire Road Safety Partnership regarding interactive speed sign
a. LRSP has approved a site for the post to hold the interactive sign.
b. The 30mph signs and the 40mph signs have been delivered.
c. A copy of the Parish Council insurance has been sent to LRSP as requested.
d. Delivery times for in interactive sign will be sought.
11. Planning applications received
The Parish Council looked at and supported the following planning application:
S/047/01775/21 - Mr & Mrs Barowsky - Change of use, conversion of, extension and alterations to the existing barn to provide a dwelling at Sills Farm, Station Road
12. To report planning decisions from ELDC
The following planning application was withdrawn:
S/126/00857/21 - Mr & Mrs Stewart - Change of use of existing field to provide a camping and caravan site with 36 pitches, a temporary amenity block, play area, dog walking area, associated parking and construction of vehicular access roads at Land rear of Remaisan, Spilsby road, New Leake
13. To repport defibrillator check
a. The battery needs to be replaced.
b. The pads will be out of date in November.
c. Both a new battery and some new pads have been ordered, but no delivery date has been given as there are issues for LIVES getting stock.
14. Memorial garden
a. Removal of trees and bushes
This work will be carried out week commencing 04 October 2021
b. Pre-planning advice
i. The forms from ELDC have not been completed yet, a list of uses of the building is required to support the need for this building. The uses will be:
• Toilets and kitchen facilities will enable the school, and others, to use the Church that does not have these facilities and does not have the room to provide them.
• It is in a central position within the village so easily accessible for all residents.
• New clubs could include: knit and natter; board games for everyone; craft afternoons for anyone; afternoon teas for the community to attend and setting up a local history group.
• Information hub where leaflets can be made available and talks can be arranged for residents during the day for example having computer classes for small groups.
ii. The form will be completed and returned to ELDC.
c. Any other matters
i. The wood on the benches needs to be replaced with oak, his will cost in the region of £400.00.
ii. The bench supports will be painted with Hammerite, not powder-coated.
15. Items for the next agenda
a. Purchase of a Wreath for Remembrance Day.
b. Parking on the footway in New Leake.
16. Date of next meeting
The next meeting will be held on Monday 18 October 2021 in the Eastville Midville & New Leake Village Hall at 7.10, there will be a Public Forum from 7.00pm.
