Public forum prior to meeting on 12 November 2023

Minutes of the meeting of Eastville, Midville & New Leake Group Parish Council held on Monday 12 November 2023 at 7.15pm in the Eastville, Midville & New Leake Village Hall

 

1. Apologies for absence

 

Apologies:  Apologies were received from Dist Cllr Dickinson

 

Present:  Cllrs Baker, Thorold, Scott and Nunn (Chair)

 

Also present:  County Cllr Bowkett

 

2. To co-opt new Councillors 

 

There were no applications for co-option.

 

3. To receive reports from representatives on outside bodies

 

a. Dist Cllr Dickinson emailed a report which was read out by the Clerk.  It contained information about the IDB’s financing situation.  A copy will be sent to all Councillors,

 

b. County Cllr Bowkett gave her report:

i. Outlining the recent flooding details and suggesting the Parish have a ton of sand and some sand bags ready for use if required.

ii. Fodderdyke Bank will be closed for 2½ weeks for repairs.

iii. The road to the Duke of Wellington is now closed for repairs.

iv. A date for the repair to the slip on Fodderdyke Bank has yet to be arranged.

 

4.     To receive declarations of interest in accordance with the Localism Act 2011 

 

There were no declarations of interest.

 

5.     Notes of the meeting held on 09 October 2023 to be approved and signed as the minutes

 

It was proposed by Cllr Baker and seconded by Cllr Thorold that the minutes be signed as a true record.

 

6.     Clerk’s report

 

a. A Services and Facilities review has been completed and returned to ELDC with the addition of a pre-school and a cemetery at St Peter’s, Midville.

b. The Clerk attended an event at Kirton regarding grants.

 

7.     Chairman’s report

 

a. The Remembrance Day service was very well attended, a wreath was laid on behalf of the residents.

b. All other items are on the agenda.

 

8.     Finance report   

 

a. To approve the following payments:        £

i. Salaries (October)   348.28

ii. Clerk’s Expenses     26.20

iii. Clerk’s Expenses (Kirton event)     16.20

iv. K & P Services (cleaning bus shelters/War Memorial)     40.00

v. TJW Services (Churchyard grass cuts)   624.00

b. Balance at bank at 27 September:  Current account   £18,980.17 rec. balance £18,343.97

    Deposit account   £15,039.03

  It was resolved to transfer £10,000.00 into the deposit account.

 

9. To discuss the draft budget for the year ended 31 March 2024

 

a. All Councillors have a copy of the draft budget together with the budget control to date.

b. The new NALC pay scales have arrived since the agenda went out.  The Clerk explained the situation and the new payment amounts.  These were agreed and the amount will be back-dated to 01 April 2022.

c. Following discussion it was suggested that the budget be increased by £1000.00, this will be approved at the December meeting.

 

10.     Planning applications received 

 

The following planning applications were supported by the Parish Council:

 

S/126/02061/23 - Mrs A Munks - Extensions to existing dwelling to provide additional living accommodation and installation of solar roof panels at Glebe Cottage East, East Fen Lane, New Leake

 

S/047/02152/23 - Mrs K Edwards - Change of use of agricultural land to extend the existing domestic curtilage and the siting of 1 residential annexe lodge to be used in connection with the existing property at Warren House, Station Road, Eastville

 

11.    To report planning decisions from ELDC

 

Full planning permission has been received for:

 

S/047/00545/23 - Scotts Industries Ltd - Change of use of agriculture land to provide an extension to the curtilage of the existing manufacturing business at Land east of Slates Farm, Station Road, Eastville

 

12.    To receive reports for LCC highways/comments on speed sign data

 

a. The information book regarding the speed sign was passed to the Chairman who also has a   problem retrieving data from the sign.

b. There were no new issues to report for repair.

 

 

13. Memorial garden

 

a. Grant information was passed to Cllr Baker for the PCC to apply for a grant and the Parish Council can be the third party funder for the kitchen in St Judes.

b. Bates Environmental will be asked to  run a camera through the drains at the site to see where they go.

 

14.    To receive comments regarding:

 

a. The Polling District/Polling Places review 2022

There were no comments regarding this review.

 

b. The Sub-regional Strategy Consultation

There were no comments regarding this consultation.

 

c. The Police Parish Council Engagement Session – 05 December 2023

i. The clerk outlined the reason for the engagement session.

ii. No-one will be attending the online session.

The next meeting will be held on Monday 11 December 2023 at 7.15pm, with a public forum from 7.00pm.
