Minutes of the meeting of Eastville, Midville And New Leake Group Parish Council held on Monday 17 May 2021 at 7.10pm in the Eastville, Midville & New Leake Village Hall

  1. Apologies for absence

Apologies:  Apologies were received from Dist Cllr Dickinson and County Cllr Bowkett will arrive late

Present:  Cllrs Baker, Brennan, Roxburgh, Scott, Sweetman, Thorold and Nunn (Chair)

2.    To receive reports from representatives on outside bodies

  1. There was no Police report.
  2. Dist Cllr Dickinson sent a report via email, all Councillors have seen the report.
  3. County Cllr Bowkett sent a report via email, all Councillors have seen the report.

3.    To receive declarations of interest in accordance with the Localism Act 2011

Cllrs Sweetman and Roxburgh declared an interest in planning as they are near neighbours to the applicant.

4.    Notes of the meeting held on 19 April 2021 to be approved and signed as the minutes

It was proposed by Cllr Baker and seconded by Cllr Sweetman that the minutes be signed as a true record.

5.    Clerk’s report

  1. The Clerk outlined the position of the Clerk, Responsible Finance Officer and Proper Officer of the Council due to some incidents taking place without the knowledge of the Council.  Councillors will have to take the advice of the Clerk until they go on training and find out how Councils work for themselves.
  2. A leaning tree at Midville Churchyard has been reported to the Parish Council, this has been passed to the Vicar.
  3. An email has been received from the Wildlife Park to have an informal chat about the community over a coffee.  It was suggested that the person attend a coffee morning at the village hall when they start again.

6.    Chairman’s report

The Chairman had nothing to report, all items are on the agenda.

7.    Finance report

Balance at the bank were no available, the statements are with the accounts ready to be taken to the Internal Auditor.

8.     To receive reports for LCC highways

  1. The repair to the streetlight in Boston Road has been chased up with ELDC.
  2. More potholes in Fodderdyke Bank have been reported to LCC.
  3. There is a new ‘slip’ in the Bank of the Fodderdyke drain.

9.     To consider an interactive sign for Fodderdyke Bank

  1. The Clerk reported that a licence would be required to site an interactive sign in the village.  The cost of the licence from the Lincolnshire Road Safety Partnership will be £40.00 – this is to get permission to site a sign and details of where the sign can be sited.  There will be speed signs included if the licence is granted.
  2. The cost of a sign has been sought, but could be around £2500 - £3000.
  3. Following discussion it was proposed by Cllr Sweetman and secnded by Cllr Roxburgh that a request be made for a licence from LRSP and also include Spilsby Road and Boston Road.

10.    Planning applications received

The Parish Council have looked at and supported the following application:

S/047/00840/21 - Mr & Mrs Russell-Daubney - Extension and alterations to the existing bedroom to provide a first floor bedroom and ensuite at Mill House, Station Road, Eastville

A list of planning considerations will be sent out to all Councillors

11.   To report planning decisions from ELDC

Full planning permission has been received for:

S/120/00684/21 - Mr & Mrs D Roy - Extension to existing house to provide a ground floor lounge and bedroom with ensuite on the site of an existing site which is to be removed at Franklynn, East Fen Lane, Stickney

7.50pm  County Cllr Bowkett arrived at the meeting

12.    Memorial Garden

  1. To arrange date and time to view a log cabin for consideration as the type of building for the memorial garden
  1. It was resolved to meet a property in Boston on Wednesday 02 June at 6.30pm to view a cabin already sited there.
  2. Cllr Sweetman has been looking at containers that could be used for this project.  County Cllr Bowkett reported that containers have been used in Wainfleet.
  3. Cllr Thorold reported that getting any building onto the site would need to be considered due to the war memorial being in the centre of the access.
  4. Cllr Sweetman has now got the measurements of the area and will produce a drawing of the site ready for the next meeting.
  1. To receive update regarding stones around the memorial

Cllr Scott has the grey granite stones and will arrange for the work to be done to replace the existing stones.

  1. To receive update regarding the two benches
  1. No work has been carried out on the benches yet.
  2. The metal brackets will be sent to be powder-coated along with items form Scotts Engineering.
  3. Cllr Sweetman will clean up the wooden slats and return the seat to the site.

13.    To decide to repair, replace or remove the bench at Spilsby Road

  1. The conifers have now been cut back a little from the bench.
  2. The Parish Council now have permission to cut the conifers back, a bigger cut will be carried out.
  3. The wood on the seat is in good order and will be cleaned and treated.
  4. The ‘H’ bar will be cut at an angle to tidy up the metal work under the bench.

14.    Letter regarding the handrails

A letter of thanks has been received for the provision of the handrails now sited at the sloping verge to St Jude’s.

16.   Date of next meeting

The next meeting will be held on Monday 21 June 2021 in the Eastville Midville & New Leake Village Hall at 7.15, there will be a Public Forum from 7.00pm.

The Chairman congratulated County Cllr Bowkett on the election result.

County Cllr Bowkett reported:

  1. She is now on the Executive Board for Adult Social Care and Public Health.
  2. Fodderdyke Bank will now be repaired under an agreement under a planning application for a solar farm to be sited at Friskney.

The Chairman reported that Cllr Dickinson has resigned as a Parish Councillor.
